Community Solutions and Arcadis JV secures Strategic Estate Partnership with Oxleas NHS Foundation Trust

Health Innovation Partners (HIP)

Health Innovation Partners Ltd – a joint venture (JV) between Arcadis and Community Solutions – has been formally selected to partner with Oxleas NHS Foundation Trust to deliver its Strategic Estate Partnership (SEP) for an initial 10 year period.

The Oxleas Property Partnership (TOPP) is a 50:50 JV between the Trust and Health Innovation Partners, supporting the Trust in the rationalisation and development of its estate in line with its current and future clinical delivery strategy. In doing so, the partnership will help optimise the estate and develop surplus assets, helping to reduce costs and maximise revenue for the Trust which can be reinvested into healthcare delivery.

The joint venture approach allows TOPP to draw on the commercial and market expertise of Health Innovation Partners, and its parents Arcadis and Community Solutions, marrying it with Oxleas NHS Foundation Trust’s knowledge to enable the best healthcare outcomes to deliver sustainable benefits over the short and longer term.

Initially, the partnership will prioritise the development of surplus and disused NHS land at four key sites in South East London. This includes the redevelopment of 16 hectares at Queen Mary’s Hospital Sidcup – land which has remained unused for over 20 years and identified as a priority for redevelopment by the Department of Health. The partnership will also enable the re-provision of primary care at a site in Plumstead, in the Royal Borough of Greenwich, and a number of other residential development opportunities.

Commenting on behalf of Health Innovation Partners, Peter Cox, director of Community Solutions, says: “In the face of ongoing NHS financial challenges it is vital that health providers consider how they can make more sustainable use of their estate.

“We’re delighted to be working with Oxleas NHS Foundation Trust. We have a long history of bringing our commercial expertise to bear on public-private partnerships such as these, using innovative funding packages and commercial structures to deliver greater financial value for our public sector partners.

“Through the Health Innovation Partners joint venture, we are able to offer Oxleas NHS Foundation Trust a long-term approach to its operating platform that delivers excellent customer, staff and commissioning outcomes. We will provide access to the best contemporary knowledge and delivery expertise, all in an economic, efficient and effective manner”.

Helen Davis, Head of Health at Arcadis commented: “Flexible long term partnerships of this nature are an excellent vehicle for NHS Trusts to unlock value and deliver long term efficiencies to support front-line health care needs. We are excited about the benefits we will be able to bring to the communities and patients of Bexley, Greenwich and Bromley.”

Ben Travis, Chief Executive at Oxleas NHS said: “We have well managed properties across South London. Our partnership with Health Innovation Partners will give us additional expertise and resources to progress our work further and make best use of our properties to deliver efficiencies and income. This will not only benefit patient care, but also the communities we serve, enabling us to reinvest profits directly into patient care”
